PUBLIC WORK’S COMMITTEE MEETING
WEDNESDAY, SEPTEMBER 14, 2016
5:30 P.M., ALLOUEZ VILLAGE HALL

NOTICE IS HEREBY GIVEN THAT ACTION BY THE COMMITTEE MAY BE TAKEN ON ANY OF THE ITEMS WHICH ARE DESCRIBED IN THIS AGENDA. ACTION TAKEN WOULD BE TO MAKE RECOMMENDATIONS TO VILLAGE BOARD FOR THEIR APPROVAL

1. MODIFY/ADOPT AGENDA

2. APPROVE MINUTES from the August 10th meeting.

OLD BUSINESS:

3. DISCUSSION/ACTION: RIVERSIDE DRIVE PEDESTRIAN CROSSINGS (DPW Berndt).
Update on status of hybrid beacon option based on WisDOT meeting. Expect to have an engineering services proposal for assistance in implementation of the project by the PWC meeting date.

4. DISCUSSION/ACTION: PROPOSED COUNTY/MUNICIPALITY AGREEMENT FOR JOINT PROJECTS (DPW Berndt).
The draft technical agreement for joint county/municipal street projects, as prepared by the metro area DPW’s. This draft is presently under review by the Brown County DPW. Comments are expected the week of September 12th from the BC DPW.

5. DISCUSSION/ACTION: 5-YEAR STREET RECONSTRUCTION AND MAINTENANCE PLAN (DPW Berndt).
Short review of the draft plan with some minor changes, so plan can proceed to the 2017 projects. Includes discussion on Webster Avenue commercial area concept plan and St. Joseph Street projects.

NEW BUSINESS:

6. DISCUSSION/ACTION: CBCWA 2017 ANNUAL BUDGET (DPW Berndt).
If desired, set a date for presentation to the Village Board in October.

7. DISCUSSION/ACTION: GREEN BAY METROPOLITAN SEWERAGE DISTRICT 2017 ANNUAL BUDGET (DPW Berndt).
If desired, set a date for presentation to the Village Board in October.

8. DISCUSSION/ACTION: ALLOUEZ UTILITIES DRAFT BUDGETS REVIEW (DPW Berndt).
The draft utilities budgets will be discussed if available for this meeting. For this meeting the goal is to discuss if any rate increases may be necessary for 2017.

9. DISCUSSION/ACTION: BICYCLE AND PEDESTRIAN PLAN (DPW Berndt).
Discussion on the proposed bicycle and pedestrian plan based on input from the Public Works Department. This plan will be reviewed with other village committees and the village board for any changes and concurrence by later this year.

DISCUSSION:

10. DISCUSSION: SPEED LIMIT CHANGE TO 25 MPH ON LIBAL STREET (Village President Rafter).
Brown County Sheriff’s Department will do traffic speed monitoring at a couple locations as soon as the Webster bridge project is completed in October. This information will be useful in assessing the speed limit on Libal Street.
