Project Overview

This spring due to the age and condition of the existing pavement and underground public utilities, the Village and Wisconsin Department of Transportation (WisDOT) under separate projects will be improving the Libal St. infrastructure from WIS 172 to Kalb Ave.  The proposed Libal St. improvements along with anticipated start and completion dates are as follows:

Utility Improvement Project

Under Village contract, work on this project will begin the week of March 4th and be completed middle to end of May.

In general, the utility improvements include the replacement and lining of various segments of the existing sanitary sewer, replacement of existing water and sanitary sewer laterals from the main to the property line (WIS 172 to Allouez Ave.), spot repair of sanitary sewer manholes, and relocation of existing fire hydrants.

Street Improvement Project

Under State contract, work on this project is proposed to start as soon as the middle of May and be completed early in October.

In general, the scope of work includes the reconstruction of Libal St. from WIS 172 to Allouez Ave. (Blue line on the above map) and the resurfacing of Libal St. from Allouez Ave. to Kalb Ave (Purple line on the above map). The roundabout at Allouez Ave. is not part of the project and will remain open throughout the duration of the project.

WIS 172 to Allouez Avenue (Reconstruction)

The reconstruction of this section of Libal St. will reduce the existing paved roadway width, add marked bike lanes and limit on-street parking to only the east side of Libal St. New sidewalk will be constructed along the west side of the street from Greene Ave. to Allouez Ave. In addition to the street improvements, a new trunk-line storm sewer will be constructed along with the replacement of storm laterals.

Allouez Avenue to Kalb Avenue (Resurfacing)

Street improvements include the resurfacing of the existing pavement while maintaining the existing curb and gutter and sidewalk. Existing curb and gutter, sidewalk, and storm sewer in poor condition will be replaced as necessary.  New sidewalk will be installed along the east side of the street from Beaupre St. to Kalb Ave.  The street improvement to also include marked bike lanes and limit on-street parking to only the east side of the Libal St.

Traffic

Road Closed to Thru Traffic

During construction, a portion of Libal St. will be closed to through traffic and a detour route will be marked.  The contractor for the duration of the project will be responsible for maintaining an open lane for emergency vehicles and local access to residential, commercial and business driveways. In addition, the contractor will be required to keep the Libal St. and Greene Ave. intersection open when not working in the intersection.

The contractor will do their best to conduct operations in such a manner that causes the least interference and inconvenience to those residing and owning commercial properties on Libal St.

Utility Improvement Project- Signed Detour Routes

      • Closure of Libal St. between WIS 172 and Allouez Ave. through traffic to use Hoffman Rd./County XX to Webster Ave./County X, to Allouez Ave./County O detour route.
      • Closure of Libal St. between Allouez Ave. and E. St. Joseph St. through traffic to use Hoffman Rd./County XX to Webster Ave./County X, to E. St. Joseph St. detour route. Ave.
      • Closure of Libal St. between E. St. Joseph St. to Kalb Ave. through traffic to use E. St. Joseph St. to Webster Ave./County X, to Kalb Avenue detour route.

The contractor will do their best to stagger street closures to minimize inconveniences to adjacent property owners and through traffic.

Alternate Access to Businesses

The Village has installed wayfinding signage to provide alternate access to the Libal Street businesses located near Greene Avenue.  Residents are encouraged to continue patronizing these businesses during construction. Please see the Business access detour route.

Project Schedule

The utility improvements are currently underway and are anticipated to be completed weather permitting the middle of May.  At the completion of the utility work, the street improvements will begin. Due to posted spawning restrictions on the tributary draining to the East River, street improvements north of Allouez cannot begin until after June 15, 2024.

The entire project is anticipated to be completed by late October.

The Libal Street Project is comprised of two separate projects happening between March and October 2024. The two projects include:

1. Utility Improvement Project

The utility work began in March and is anticipated to be completed middle to end of May.  At the conclusion of the utility work in May, the reconstruction and resurfacing of Libal St. will begin. Weather permitting, the entire project is anticipated to be completed early in October 2024.

Yes. First responders are informed about the project and will have full access to the corridor in the event of an emergency.

Driveways and street access will be accessible for local residents, businesses, commercial properties, emergency vehicles, mail delivery, and garbage/recycling pickup.  Property owners will be contacted five working days before any existing driveway is removed.

Vehicles must be kept off of newly poured concrete for a minimum of 7 days in order to allow for proper curing.  Advance notice will be given before concrete work begins so that vehicles may be removed from driveways and garages.  For properties with multiple driveways, the work will be phased to keep one driveway open at all times.

WIS 172 to Allouez Avenue (Reconstruction)

The contractor will remove all mailboxes that are currently placed at the road.  The removed mailboxes will be safely stored until the end of the project and then reinstalled at their existing locations as directed by the engineer and approved by the postmaster.  The United States Postal Service will determine the location of the temporary mailboxes and notify you when they will go in to service.

Allouez Avenue to Kalb Avenue (Resurfacing)

The proposed work is anticipated to be completed without the need to remove existing mailboxes.  The United States Postal Service will determine the need for the temporary placement of mailboxes for the delivery of mail during construction.

Yes. The Village has installed wayfinding signage to provide alternate access to the Libal Street businesses located near Greene Avenue.  Residents are encouraged to continue patronizing these businesses during construction.

Access for garbage and recycling collection will be maintained for the duration of the construction operations.  If collection is not possible due to construction, the contractor will be responsible for transporting garbage or recycling bins to the unobstructed side of the street or nearest cross street for collection.  Empty containers will be delivered back to the end of the driveway on collection day by the contractor.

To assist the Village with the collection of garbage and recyclables, please place carts to the street by 6:00 a.m. on the regular collection days.

Yes, the sideroads located within the Libal Street closure limits will need to be closed to allow crews to complete the work.

The Greene Avenue intersection and Allouez Avenue roundabout will remain open through the project.

Pedestrians will have sidewalk access throughout the project as sidewalks will be closed in phases.

  • Phase 1A – the sidewalk on the east side of Libal Street will be open from Broadview Drive to Allouez Avenue, with crosswalk access on Greene Avenue.
  • Phase 1B – the sidewalk on the west side of Libal Street will be open from Broadview Drive to Allouez Avenue, with crosswalk access on Greene Avenue and Clover Lane.
  • Phase 2A – the sidewalk on the west side of Libal Street will be open from Allouez Avenue to Kalb Avenue with crosswalk access on St. Joseph Street.
  • Phase 2B – the sidewalk on the east side of Libal Street will be open from Allouez Avenue to Kalb Avenue with crosswalk access on St. Joseph Street.

New sidewalk will be constructed:

  • Along the west side of Libal Street from Greene Ave. to Allouez Ave.
  • Along the east side of Libal Street from Beaupre St. to Kalb Ave.

The estimated construction cost without engineering is as follows:

  • Utility Improvement Project – $600,000
  • Street Improvement Project – $4,000,000

In accordance with Village Code, the cost to install a new lateral is assessable to the benefited property owner.  As a part of the Street Reconstruction Project (STH 172 to Allouez Ave.), any property that currently does not have a storm sewer lateral will be provided one to the property line.  The Replacement of existing laterals from the main to the street right-of-way (property line) is not assessed by the Village.  A separate letter was sent to those receiving a storm lateral special assessment end of February, 2024.

There are no other assessable street improvements associated with the project.

Yes, upon completion of the utility and street work, the contractor will place topsoil and grass seed in all disturbed lawn areas in need of repair.  If rainfall is not sufficient the contractor will water the restored areas for 21 days.  After 21 days, further watering is to be done by the homeowner as desired.

No; Webster Avenue and portions of Libal Street will remain open to accommodate the upcoming race events.
